Phillip Wise was born in March 1951, in Americus Georgia. He received a B.S. in Industrial Management from Georgia Tech in 1973. Wise worked as volunteer in Jimmy Carter's 1966 and 1970 gubernatorial campaigns, and worked in the Governor Carter's administration in the Georgia Intern Program, 1973 to 1974. Jimmy Carter (James Earl Carter, Jr.), thirty-ninth president of the United States, was born on October 1, 1924, in Plains, Georgia, and grew up in the nearby community of Archery. His father, James Earl Carter, Sr., was a farmer and businessman; his mother, Lillian Gordy, a registered nurse.
